It is a pretend reality for one to think they live an oppressed life in the United States, if you’re trying to ascribe another meaning to that phrase that’s on you. Also, if someone wants to move to another place because they feel it would be a little better, that’s not a refugee. A refugee is someone that doesn’t have a choice, what #2 is describing is a migrant.
