Not all countries exist in a vacuum, some countries, like Saudi Arabia (biggest polluter per capita) have economies that rely on fossil fuel exports and thus use a lot of their own resources, they don’t “hate the climate,” they’re just ran by a greedy royal family taking advantage of the most expensive asset they own India has less emissions than China bc they’re less developed, less developed = more people in extreme poverty, people in extreme poverty use less fossil fuels bc they can’t afford
I think Saudi Arabia really is a perfect example of why per capita metrics are misleading, a small population with a fossil fuel driven economy of course would look terrible on that metric while having little total impact on the world compared to a massive industrial country. Per capita tells you more about the structure of the economy, total emissions tell you how it effects the planet
