I’d like to add from your other post: I don’t think you can get in trouble for padlocking the recycling bin if they are clearly not using it for recycling. What are they doing to do? Report you for not letting them misuse it (which in my area at least results in fines)

Even if it is recycling centers specifically ask that you don’t use bags as it makes the sorting process more difficult
