If she’s not interested she’s not interested. There’s a difference between outright avoiding you and what they’re describing which is trying to avoid eye contact bc they’re nervous. Ppl will still make eye contact but with those ppl they end up folding/blushing etc. but if it’s always a cold look from them they just don’t like you

The look and look away happening multiple times on one occasion I can see as somewhat of a hint (but please be more overt than that), but she(OOP) explicitly said she would not look at or talk to him.

Plenty of ppl do that they just don’t want your attention if it’s not clear to you. But some ppl do act clueless when ppl do that
