I’d suggest starting with an outline. Use the save the cat method or hero’s journey. Like 1 said figure out how they’ll meet and what’s the call to action and problem. Whats the midpoint, third act climax and moral thesis/message. Then my method is to free write for a little while to get a fail of the voice and characters. You don’t need to start at the beginning whatever scene excites you

I started writing mine from a hero’s journey template, it’s actually really helpful and you can’t tell that’s what it’s based on because EVERYTHING is based on it lol. Knowing what you want to happen and when is a big part of the battle, and helps a lot when you get stuck on one specific scene
