
I think it just means that rather than a love of the actual issue or patriotism driving them, the most dangerous men are the ones who blame the other side of the war as the reason they could not be left alone in peace, and fight even harder for that. But if I’m misunderstanding that, then I have no idea what it’s saying. I feel like it’s also easily countered by the number of fanatics that are generally always the most dangerous within a war.
