Yes, this is actually the second time it has happened at this world cup- Ronaldo still had two games left of a three game ban coming into the Cup and FIFA suspended it so he could play.

Though the White House part is unprecedented, and the cases are slightly different in that Balogun’s red was from the tourney and Ronaldo’s was from before it.
