Look at hospitals, a bureaucracy that doesn’t have a medical license bossing the nurses and doctors around and run the hospital like some hotel and the nurses as maids to clear each room. Private equity got into the hospitals and made these changes and also asset stripping the hospital stuffing it with debt and pocketing the assets.

Basically ruled by gangs. There was a paper in Harvard business review from 1980 that had an anthropologist look at the businesses. He deduced people become friends with key people who form gangs and the payout is when the gang leader rises high enough to reward his thugs. At the time they took concern when this bureaucracy grows and we are there now.
