The use of "fire" instead of actually mentioning soldiers, the use of "says" to try and make it sound more like hearsay when traditionally an NGO "reports" information because it's an org, not an individual. These are subtle choices meant to deflect accountability, you see similar writing when a cop drops somebody.
Everything seems like reaching when you're in the dark about the topic. If you take journo classes you learn that the verb tense and subjects are something that get agonized over during the editorial process, and that editors will change them to make a party seem more or less culpable for harm depending on their bias and legal liability. this is 100% intentional lol
