It’s not taxpayer dollars. It’s money that is either owed to Iran or that is stored for Iran in a foreign account. Apparently China owes $20B

Those banks can’t pay Iran because the US has been threatening to cut them out of the US financial system if they do. So smaller Chinese refineries either pay Iran directly in yuan and bypass the banks, or they just hold onto this money until stuff gets sorted out
