I mean not really, if I were given a russian ballot and wanted to vote for putin (I don’t actually, just an example) I could figure it out without understanding russian

I wasn’t even talking about writing it, the vast majority of ballots everywhere just involve checking a box. Even if I did have to write it, I can know how to write cyrillic (путин) without knowing Russian
