i don’t think that’s what they mean. i think they’re talking about legalizing a marriage, which falls under federal law and requires legal recognition and process. keep in mind, same-sex marriage was only legally recognized in 2015. not that you couldn’t be in a gay relationship before then, but marriages weren’t seen as legitimate until then. however, rulings HAVE been repealed and i think that’s what OP means
