Not to the president. They swear loyalty to the country and with this administration those being loyal to the country and loyal to the admin are completely separate things with very little overlap

We swear loyalty to the constitution and to the people, not politicians. Part of the job of civil servants and bureaucrats is to push back against bad and corrupt decisions by elected officials and politicians.
