
Not only are we targeting military targets, and actively avoiding civilian ones, we’re actively avoiding targeting Artesh and instead of going after IRGC. Additionally, usually the definition implies non-state actors. This is literally state on state. While I don’t agree with it, I wouldn’t frame it as terrorism, lol would I frame it as “during peace time”. (Not that doing it during wartime is any better. )

To your point about the violence being carried out by nonstate actors, that definition is a constant debate within terrorism academia but it is somewhat accepted that states can be classified as terrorist if they target civilians- or stronger words and implications (ex: war crimes) should be used instead to describe this violence
On the “girls school”. No. 🇮🇷 The country famous for women’s rights, equality, and education?! No. There was a madrasna but considering there was an erector/launcher on the roof, by most int’l law that is a valid military target. That doesn’t even take into account U.S. def. Of permissible targeting solutions. While the initiation is iffy in terms of “Pursuant to §8 of the NPT,” I will say it’s kinda wild that 🇮🇶 2 was legal.
