There’s no data on that, but surveys suggest it’s a mixture of functional issues (broken fare boxes, malfunctioning card tappers, not knowing where to tap), forgetfulness (leaving metro card at home), cultural normalization (seeing others skip the fare), and poverty / prohibitive cost

Well yeah it would be hard to accurately gather data like that, but it seems to be a pretty grounded assumption
