THIS!!! Whatever the majority party is has to sway less members of the other side over to pass legislation. Therefore it falls on the majority party to push into negotiations, however the majority party is openly NOT seeking negotiations. The president has ordered the Republican Party explicitly not to negotiate. Even going so far as ordering the house to not return to session so long as the current CR hasn’t expired.
