I’m sure that’s not the case, but wtf is the reason then? They are repurposing data that was not originally collected for this purpose. They should be transparent about what their plans are

In Texas, this list appears to have come about after a change in policy that affected how gender-marker change requests are handled. Rather than being created to single people out or target them, it was likely a way for the agency to keep track of requests that didn’t fit the new standard process or needed extra review as part of their normal paperwork system.

if people would read the article they literally linked instead of just the title it says they have the list because the people on the list requested to have their gender chased on their DL and Texas won’t allow that and they’re waiting to see if something will pass for it to change

Are we reading the same article? “Amassed” implies the list did not exist in that form already. The fact employees sent it to a “special email address” supports this conclusion

They likely used a special email so those requests wouldn’t get lost, could be reviewed by the right people under the new rules, and kept in one place for record-keeping. It’s a basic way to manage unusual or sensitive cases, not automatically a sign of bad intent.

Amassed’ doesn’t prove bad intent. It can just mean the state started collecting these requests in one place after the policy change. A special email and a list can exist for tracking and consistency, not targeting, and the article admits it’s unclear how the information is being used.
