Im actually asking this, its not rhetorical or anything, but when people say that Americans are “illiterate” do they mean unable to comprehend written ideas or is it just something like fried attention spans?

The illiterate metric means that they could read but can't comprend it, or can't read fully.

Im pretty sure they mean actual literacy levels not attention span. Attention span is a separate issue.
