Why is air conditioning not a thing in Europe

Most of Europe is farther north and have a colder average temperature than the United States. They would really only need an ac maybe 7-10 days a year. And many of their building are hundreds of years old and aren’t built for ac to be installed. Their heat waves aren’t even close to temps in the United States.

Last year they were complaining about a heat wave in the UK and it was only about 80 degrees. Which in my opinion is a cool summer day.
