Not to mention that the people writing these laws fundamentally do not understand things like how g code detection algorithms work or the open source nature of 3d printers in the first place.

If you rotate the "gun.stl" a single degree in any axis, it's a completely different file in terms of its g code. Making 3d printers out of parts kits and using commonly sourced parts intended for other purposes is already practically an industry standard.
