A repeal and an amend are very different. When you amended something’s there’s no gap between when the replacement law is in effect. If you repeal it and they don’t instantaneously have a replacement (they never do) then you have a period of no free speech, and they can jail you for saying things that hurt their feelings or political standing with no consequences.
