Liberia was colonized. It was a settler colony made by African Americans. It’s similar to Israel in many ways. It wasn’t under the domination of a European power, but that’s because America created it as a place to send former slaves.

africa as a continent has coast lines that make it difficult to maintain trade. the regions of africa (other than the plains) are bad for large pitched battle. africa’s geography was not built to have a singular civilization or “roman empire” to call back to. also liberia was a US colony tf you mean? and ethiopia was both colonized by italy and has been a victim of neocolonialism by western powers and china.

Liberia’s low development relative to other nations right now is also in a large part because they are emerging from decades of civil war. It’s a country which was torn apart by warlords.

And colonialism does not lead to development uniformly. Look at the Belgian Congo. An extractive economy destroys existing societies and only has infrastructure suited to extraction.

The African countries which are most developed today tend not to be those built for extraction. South Africa, Namibia, the North African states. They were either prosperous beforehand or were made to be settler colonies. South Africa was constructed with infrastructure for people living there to use because it was a settler colony with a large white population. There’s little incentive to build hospitals in a place only meant for rubber extraction.

Algeria and the other North Africans states were already fairly developed, educated, and economically prosperous prior to colonization. They are not comparable to the sub-Saharan states.
