The African countries which are most developed today tend not to be those built for extraction. South Africa, Namibia, the North African states. They were either prosperous beforehand or were made to be settler colonies. South Africa was constructed with infrastructure for people living there to use because it was a settler colony with a large white population. There’s little incentive to build hospitals in a place only meant for rubber extraction.
