Because the definition of extreme poverty remained stagnant while the actual number to not be considered impoverished has steadily increased. Oliver Sterck from Oxford has an article that explains this fairly well on VoxDev, Global poverty trends through a new lens

Sure there’s a better way I could have put it but tldr wealth (and subsequently quality of life) flows from bottom to top for pretty much the entirety of human history, we should strive to reach a point where that isn’t the case

Oops I was thinking of something else, that specific section is poverty rate in hours/$1 and is average global poverty. Sterck explicitly takes into account the subjectiveness of poverty and the inherent unequal distribution of poverty between rich global north and poorer global south countries

Wealth flowing from the bottom to the top is just describing the default state of resources exploitation on a basic level. You cannot change the reality of the natural flow of materials in society. Plato and Aristotle already figured ts out, there are so many better ways to put it or think of this. At least Rockefeller and Carnegie cared about philanthropy enough to fund schools and libraries. Our current economic elites are so boring in how clearly apathetic or malicious they are
