Not the main reason, but Government also regulated (incorrectly) stuff like bulldozing homes to be built for highways, ripping out tram lines, banning mixed use areas. This was because of lobbying from car companies, side effect of red lining, etc.

A government paralyzed by partisan warfare, which lets capitalism run amok, along with globalization and flight of industry to where labor is cheapest.
