The fundamental issue is that the left doesn’t really want immigration either, which is why actual reform doesn’t happen. Actual reform would mean opening up visa programs to lower skilled jobs but leftists would then get mad and call it wage suppression

yes, some in the labor-focused left are cautious about the wage impacts of low-skilled immigration. however it is not generally true that the left “doesn’t want” immigration, rather they want abt a different kind of immigration that emphasizes worker protections, rights, and unionization over the expansion of temporary, low-wage labor programs

The fundamental issue is that both parties (and leftists don’t have much representation in Congress) benefit from the status quo. And businesses do too. Each party has something to run on every single election, and businesses are able to get workers that can be paid below minimum wage but are too scared to report it. There’s a reason employers aren’t prosecuted often for employing workers illegally, and programs like E-Verify aren’t mandated
