The minimum wage in 1978 was $2.65/hr. If you worked 40 hrs/week for 16 weeks and didn’t spend a dime you’d make $1,696 before tax. Avg in-state tuition & fees for a public university was $777. This actually checks out, but you wouldn’t be able to afford room & board.

not without help but state assistance was aplenty. a bill was passed that year helping middle income families afford higher education
