Because IDs cost money which makes it a poll tax which is illegal. You are verified as a citizen when you register to vote

It’s not about showing ID, it’s that photo ID costs money and minority groups are less likely to have them so there is concern it could impact poor and minority populations.

SSN check or checking with the DMV + signature verification is usually sufficient

IMO the state should pay if they’re the ones wanting ID for everyone. Lost ID maybe you can cap the fee at like $5, or whatever the cost to produce it is
