Fascist Italy did state ownership of enterprises for nationalist reasons, Nazi Germany, on the contrary, did privatization, so state ownership is not inherently communist nor exclusive to fascism.

It is however, completely opposed to Laissez Faire capitalism, which is what a good chunk of his voter base believe in religiously

State ownership is a form of collective ownership which is socialism by definition.
