It was a temporary procedural order. The administration argues argued that a lower court order should be paused pending appeal or else the issue would be moot or they'll would suffer harm. The supreme court did not rule on the merits. And even if they were asked to, it would not be as simple as the justices deciding whether poor people deserve food or not. It is a lot more complicated.
