that implies they aren't a threat, as the nonexistent wolf isn't a threat. they are a threat. this is more like "boy who cried wolf when there really was a wolf and everybody said 'there's no wolf... and if there is it's teeth aren't even that sharp so stop treating it like it's evil' and then the wolf eats all the town kids (or sells them to epstein & co.)"
