They, in some circumstances, would actually be more powerful. The problem is Texas has gerrymandered everything so in favor of republicans it would take a historic sweep to get past that bias San Antonio, Austin, Dallas, they’re all relatively blue cities. Not as much as New York or Seattle or other liberal cities, but they’re not small either
