It’s cheaper than giving them free apartments the city has to build, that they then trash, and the taxpayers covers it all from start to finish including the 3rd party contracts of the many other programs offered to them. Since libs also love giving -illions in grants with little going to actual program work—again, hi from CA. 🙄
