Clearly it depends on a by state ruling, but there is intent to deceive here. The question is literally “would she have went through with it still if she had known she was never going to get what was promised to her?” Doesn’t need to involve violence, it has to do with consent.

Definitely depends on the circumstances and state. Most states define rape as penetrative circumstances, but I know some include specifically defined SA. OP should be more concerned about conspiracy and solicitation as well as drug distribution and purchasing (especially depending on the drug)
