The ATF(Fed firearm auth.) considers the lower receiver, not anything else(barrel, trigger, upper [Receiver], gas block), or anything else to be a gun. Cal classified it as a “precursor part”. Cal has effectively illegalized AR Pattern Rifles & Pistols.

It’s one thing to keep military weapons away from civilians, but a law effectively banning pistols? I can’t think of may laws that more obviously violate an amendment

More crime is committed with pistols. Other than nukes tho’, can’t think of anything I would consider a real “military weapon”. Doesn’t mean this weird, loose construct doesn’t exist in the zeitgeist, but it think baring WMD’s, there really shouldn’t be “military grade” or “military only” or even “police only” weapons. Maybe others might like that. To be fair I have trust issues w/institutions but those were well earned suspensions.
