This wasn’t at the direction of party leadership. It was clear why these people voted the way they did. Just look at the AIPAC money: Landsman (OH): $1.7M Golden (ME): $3.4M Cuellar (TX): $3.2M Vargas (CA): $949k

Somehow, even Moskowitz and Gottheimer, both strong Israel supporters, decided to vote for it because they thought Congress has ceded too much of its power
