Yes it was in motion, that’s how she was able to turn the vehicle away from him by the time he shot

A bit of both. If the tires were completely straight at the time of the first shot I’d be like yeah it makes sense he thought the vehicle was barreling towards him. But the tires are turned as sharply as possible to avoid him when the first shot went out. I get in a tense situation you have milliseconds to react. But that’s why we need trained professionals who have explicit training in these situations. Not bums looking for a paycheck and authority with barely any experience acting on emotions
