OK, so the basic issue here is that the infrastructure to export oil is not the same as the infrastructure to import fuel products. The larger one is geographic. There’s no amount of stockpiling crude oil on the Texas coast that’s going to do anything about the fact that over here on the East Coast there’s no fuel tankers coming in. TLDR that would cause the opposite effect actually and also it would be hilarious and that’s totally something the president would do lol
