Genuine question, would it even be possible to tell if a building on the same lot as a military instillation was randomly converted into a preschool based solely on satellite images?

Not specifically no, but with the data the notary has access to (they were able to look through windows from space in the 90s) they could absolutely tell what people are using the buildings and military activity around it. Literally a once a year high res survey of an enemy military base would have been sufficient and should probably be standard from a basic intelligence perspective, but daily/weekly prior to strikes should also be the standard imo

Potentially. Depends on how long that was the case. We’d have to study the activity around the school and notice that kids frequently go in/out, not just adults

But we could at the very least determine if it’s an active military building based on imagery. Determining it’s a school is harder. Much easier to rule out invalid military targets than to validate schools as a blacklist
