This goes way further back than the 90s. Red states have been gerrymandered since the Civil Rights Act, blue states never actively divided their states on partisan lines at the time out of a sense of moral superiority because it meant they weren’t being blatantly racists like red states. Now it’s a battle for survival because if things keep going the way they have then democracy will be a funny little thing of the past
