This was a thing in the state of Alabama. Cyotes would bring labor in then take their papers and benefit cards then set them up with the labor union that would get a kickback. Corps would hire them as long as they had a bank account with one of the big banks without an I-9. Half their paycheck would be a kickback, half went to them, and the state still gave (medical/financial) benefits (often stolen by the human traffickers). It was a mess.
