ICE is one entity of DHS. You explicitly said you wanted all of DHS dissolved.

Both entities were created by Congress, so they’re not able to be dissolved by the president. You could try some shit like hijacking the treasury department and just not paying bills, but I really think we shouldn’t do any sort of repeat of the this presidency
