I would say that the nature of our society means that only people who lack empathy are able to make it to the very top, so no, the majority of them probably don’t care. Additionally, some of them are definitely being blackmailed or threatened to follow orders and the motivation to do such soulless things comes from genuine fear for their lives. Look at how scared some of them be looking on TV when they get asked certain questions
