the difference is the MOB. ashley was breaking into a building where she wasn’t supposed to be with hundreds of other people, renee was trying to evade an officer, and leave the scene. renee’s officer could have gotten out of the way. if ashley’s officer had gotten out of the way, members of congress could have been harmed.
