I am 95% sure I know who it is. As the decades passed we now have access to 10000x more info than the police in the 60s did. His name was Paul Doerr

He published the exact same bomb formula with the exact same error in some obscure-ass fanzine that only surfaced later. The zodiac send in the exact same formula in a letter to the media before it was discovered
