I like the idea of charging out-of-staters tolls on toll roads. Give all people with state plates a pass and charge people who don’t pay state taxes when they pass through. Seems pretty simple?

Charge out of state plates? Yeah that seems reasonable. Straightforward too. Added transparency of what those toll roads fund would be good. If tolls are for road maintenance primarily, that’s not bad on its own. Ideally, gas taxes should be kept lower in states/regions with toll roads.

So trucking business dies, travel is stopped since you’d also have to tax flights coming in, no one would move, echo chambers are created

They’d lose most of their revenue from tolls and at that point it might not even make sense to build and staff toll booths or toll-by-plate infrastructure

Moving past the slippery slope, there should probably be a minimal charge for truck drivers that at least keeps revenue without deterring truck drivers. Suppose a toll of $12, truck drivers pay $3 at most. For city tolls in places like Chicago, resident tolls should be half the established rate at most.

Probably would be a deterrent for interstate travel. Commuter passes would need consideration (people who cross state lines daily for work). If better recordkeeping were feasible, it’d be nice for commuters and owner/operator truck drivers to write off a percentage of their taxes for toll roads.
