But also it’s a complete failure of security in the sense that OPM is able to send this email to everyone despite it going against the direct orders of like DOD FBI and other agencies who have told them “do not respond”

No. Literally we mostly ignored him and nothing happened. He had literally no actual authority over like 90% of us.

Not even technically then. But in those cases (if you were not hired through the federal process) then he could advise your boss to fire you. And your boss could ignore him. No he was never boss he was an allowing consultant.

No, not really because he obviously did not cause any government efficiency Even the Trump admin doesn’t try to pretend like DOGE made the government more efficient with all the firings and re-hiring
