No, it says that private enterprises should be subservient to the state which is completely different from a merger of state and corporate power. On top of that, he never suggests the term corporatism which is the other half of the fabricated quote.

Yes the state has control over the direction of production, but it’s directly to the interests of private capitalist interests as established in the first half of the quote. And yes “corporatism” never appears in this quote which is why I said “essentially yes” but not in this translation exactly.

If you knew anything about Mussolini you’d know that he believed that the state was the embodiment of the nation, and that it didn’t serve any class. “Private enterprise is its most effective instrument” quite literally means that private businesses are the most important tool of the state.
