You’re citing the crime of improper entry. That doesn’t mean all unauthorized immigration is a criminal offense. Many illegal immigrants did not enter unlawfu my and may have overstayed a visa or lost lawful status, which is a civil immigration violation, not a criminal offense. There’s a difference between entering the country unlawfully and being here without or with expired authorization. It CAN be a criminal offense, but being an illegal immigrant in itself is a civil offense
