I was gonna say “because the democrats didn’t want to advertise being staunchly pro-isreal because that would turn away pro-Palestine democrats” but I can completely see the other side of it where the democrats would put it up to get the votes of pro-isreal moderates/republicans. But given the context of where the billboard was set up, I’d say it was probably republicans.
