Middle management in general
CEOs trying to appease investors in this Sisyphian ritual of perpetual greed
Some people in HR, anyone in an ethics-related position, anyone who works for an inspector general, police, customer service. Honestly, you could argue that most jobs involve solving a problem caused by someone else

Not that they are never useful, but often these types of jobs are wasteful. Like people get paid a ton of money to not end up adding much value to anyone’s life in any meaningful way. When they could instead be doing more ‘valuable’ services.
